{"id":862,"date":"2012-07-20T17:43:45","date_gmt":"2012-07-20T15:43:45","guid":{"rendered":"http:\/\/www.surreyandhampshirehgvtraining.co.uk\/news\/?p=305"},"modified":"2012-07-20T17:43:45","modified_gmt":"2012-07-20T15:43:45","slug":"stop-hauliers-paying-for-health-and-safety-inspections-says-fsb","status":"publish","type":"post","link":"https:\/\/www.surreyandhampshirehgvtraining.co.uk\/index.php\/stop-hauliers-paying-for-health-and-safety-inspections-says-fsb\/","title":{"rendered":"Stop hauliers paying for health and safety inspections, says FSB"},"content":{"rendered":"<p>A leading business organisation has criticised a Government proposal that could result in haulage firms having to pay for their own health and safety inspections.<\/p>\n<p>The <a href=\"http:\/\/www.fsb.org.uk\/\" target=\"_blank\" rel=\"noopener\">Forum of Private Business<\/a> &#8211; which represents the interests of thousands of small companies across the UK &#8211; says the Fee for Intervention proposals, set to come into force in October, could upset the &#8220;delicate balance of trust&#8221; that exists between small businesses and regulators.<\/p>\n<p>Under the plans, firms deemed by the <a href=\"http:\/\/www.hse.gov.uk\/\" target=\"_blank\" rel=\"noopener\">Health and Safety Executive<\/a> (HSE) to be in material breach of health and safety regulations would be forced to pay inspectors\u2019 hourly rates from the moment the inspection begins &#8211; regardless of when a breach is detected.<\/p>\n<p>The forum is concerned that this will be unfair, and that the HSE\u2019s drive to recover costs could lead to a heavy-handed approach and inconsistency from individual inspectors.<\/p>\n<p>Phil Orford, the Forum\u2019s chief executive, says: &#8220;The delicate balance of trust between small business and regulators, which has shown tentative signs of improving recently, could be further complicated by what subjectively constitutes a \u2018material breach\u2019 according to different inspectors.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A leading business organisation has criticised a Government proposal that could result in haulage firms having to pay for their own health and safety inspections.
