{"id":1176,"date":"2013-05-29T07:56:43","date_gmt":"2013-05-29T07:56:43","guid":{"rendered":"http:\/\/www.surreyandhampshirehgvtraining.co.uk\/?p=1176"},"modified":"2013-05-29T07:56:43","modified_gmt":"2013-05-29T07:56:43","slug":"trade-bodies-ask-government-to-reconsider-driver-cpc-rules","status":"publish","type":"post","link":"https:\/\/www.surreyandhampshirehgvtraining.co.uk\/index.php\/trade-bodies-ask-government-to-reconsider-driver-cpc-rules\/","title":{"rendered":"Trade bodies ask government to reconsider Driver CPC rules"},"content":{"rendered":"<p>The\u00a0<a href=\"http:\/\/www.fta.co.uk\/\" target=\"_blank\" rel=\"noopener\">Freight Transport Assocation<\/a>\u00a0(FTA) and the\u00a0<a href=\"http:\/\/www.rha.uk.net\/\" target=\"_blank\" rel=\"noopener\">Road Haulage Association<\/a>\u00a0(RHA) have joined forces to ask the government to reconsider plans to make technicians and mechanics comply with the\u00a0<a href=\"http:\/\/www.commercialmotor.com\/buyers-guides\/consent?buyersGuideId=259298\" target=\"_self\" rel=\"noopener\">Driver CPC.<\/a><\/p>\n<p>The\u00a0<a href=\"https:\/\/www.gov.uk\/government\/organisations\/department-for-transport\" target=\"_blank\" rel=\"noopener\">Department for Transport<\/a>\u00a0(DfT) had said it considered that technicians and mechanics driving LGVs for statutory testing would come under the scope of the directive, a decision that both associations have been scathing of.<\/p>\n<p>Now the FTA and RHA have written to under secretary of state for transport Stephen Hammond MP asking him to reconsider.<\/p>\n<p>They estimate that most of the 30,000-plus technicians in the UK have not yet been enrolled in Driver CPC training programmes that would see them comply in time for the September 2014 deadline.<\/p>\n<p>They added that achieving full compliance in just over one year would be a massive task and cost for the industry, which would deliver relatively little benefit.<\/p>\n<p>James Hookham, MD for policy and communications at the FTA, said other countries had decided not to define mechanics and technicians as professional drivers (as defined in the directive) and encouraged the DfT to do the same. \u201cThe training was intended for drivers who are travelling the length of Europe, not five miles up the road,\u201d he said.<\/p>\n<p>RHA chief executive Geoff Dunning said he didn\u2019t believe the directive had ever intended to include such a restriction.<\/p>\n<p>\u201cThe frequent reference to \u2018the profession of driver\u2019 confirms to us that technicians, who are neither professional drivers nor engaged in the carriage of goods, were not who the commission had in mind when developing these requirements,\u201d he said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The\u00a0Freight Transport Assocation\u00a0(FTA) and the\u00a0Road Haulage Association\u00a0(RHA) have joined forces to ask the government to reconsider plans to make technicians and mechanics comply with the\u00a0Driver CPC.
